In her prior role as a Staff Attorney with the Mexican American Legal Defense and Educational Fund (MALDEF), Samantha Serna Uribe testified before the Texas legislature regarding a proposed state law to create a new border law and how the law conflicted with federal law.
A Senate committee interim report regarding immigration, “[[t]he report stated] ‘in the context of immigration any state law that attempts to regulate immigration will be preempted since immigration authority is exclusively the responsibility of the federal government,’” she said.
